IC13 is for the 6850 (ACIA chip) andIC14 is for the  serial processor
(generates the correct clock rates, and in other systems also handles
analogue signals for the cassette interface).  They're part of the
optional serial interface, and are normally not fitted.  You'll
probably find IC5 is an empty socket too (it would be a MAX232
driver/receiver chip).  None of these have anything to do with the disk
interface.
